then I would move on to the meshes: lower poly meshes obviously have less of an impact. everything related to lightning is the most expensive on performance, so i would start with that. sure it does affect performance but compared to everything else, it would be minimal. If your machine struggles with performance, just using low rez textures won't change much performance-wise, textures are just pictures applied over a surface/mesh. Since the question has already been answered, I will just provide my personal opinion, up to you how you take it and other people may not agree.
